Rosa I want everyone's view on what has taken place at the EPCAD. I spoke with EPCAD board member for the Clint school district Mr. Sepulvede. Mr.Sepulvede is vice chair for the EPCAD.He stated he did not know about the problems I found with the EPCAD. Rosa,this may very will be a failure of oversight by the EPCAD board who have acted for to many years as rubber stamps.Then again if Ms.Kilgore failed to keep the board informed and this is her dirty dealings.Which every way you cut it the EPCAD has problems and government is dragging its feet to address the issue. You guys are going to like this. I was told by a detective in the El Paso Police department that thay do not investagate violations of open records.Now the D.A of El Paso office made me take my criminal complaint to the EPPD stating it had to go through them.Also this detective says that there is no criminal code that they follow that covers this.I think this is air cover for the EPCAD by the D.A.'s office and the EPPD. Here is my complaint and the law as it reads under the Governmental code of the State of Texas chapter 552 Open records. Sec. 552.352. DISTRIBUTION OR MISUSE OF CONFIDENTIAL INFORMATION. (a) A person commits an offense if the person distributes information considered confidential under the terms of this chapter.
(a-1) An officer or employee of a governmental body who obtains access to confidential information under Section 552.008 commits an offense if the officer or employee knowingly:
(1) uses the confidential information for a purpose other than the purpose for which the information was received or for a purpose unrelated to the law that permitted the officer or employee to obtain access to the information, including solicitation of political contributions or solicitation of clients;
(2) permits inspection of the confidential information by a person who is not authorized to inspect the information; or
(3) discloses the confidential information to a person who is not authorized to receive the information.
(a-2) For purposes of Subsection (a-1), a member of an advisory committee to a governmental body who obtains access to confidential information in that capacity is considered to be an officer or employee of the governmental body.
(b) An offense under this section is a misdemeanor punishable by:
(1) a fine of not more than $1,000;
(2) confinement in the county jail for not more than six months; or
(3) both the fine and confinement.
(c) A violation under this section constitutes official misconduct.

Citizen’s Complaint
This is a complaint to the violation of the open records act of the State of Texas by the El Paso Central Appraisal District in the rendering of requested open records to Thomas Dorman on July1, 2009. The El Paso Central Appraisal District in this rendering of open records did release third party information, third party proprietary documents and software. In addition the El Paso Central Appraisal District in this open records rendering released confidential information of local Peace Officers in giving addresses. Simply the violations in releasing third party information by the El Paso Central Appraisal District are to numerous to list here. I Thomas Dorman call on District Attorney Jaime Esparza’s office to take action on these numerous violations by the El Paso Central Appraisal District in the failure and out right willfulness in this inappropriate rendering open record under the open records act of the State of Texas. Now who is playing games and flying air cover for the EPCAD?Who besides the EPCAD is guilty of official misconduct and malfeance of their office and duties? This is the BS that citizens must go through to holding government accountable. I still feel strongly that I am the one who will be held accountable for the release of sensitive information by the EPCAD and I will be going to jail for their actions. I look forward to this and getting these people into a court of law.If given a fair and level playing field I will kick a mud hole in their backside. Thomas the Flash

Talk about a detective with the EPPD talking out his back side. Here is the Section of the Texas Penal Code that this officer just over looked.Right! Sec. 39.06. Misuse of Official Information (d) In this section, "information that has not been made public" means any information to which the public does not generally have access, and that is prohibited from disclosure under Chapter 552, Government Code. (e) Except as provided by Subsection (f), an offense under this section is a felony of the third degree. (f) An offense under Subsection (a)(3) is a Class C misdemeanor. Guys it took me less then 20 minutes to look this up and Oh my god it tells you to go back to chapter 552 of the governmental code of the State of Texas Open records. Now people who is flying air cover for the EPCAD and who should be charged with OFFICAL MISCONDUCT! Thomas the Flash ;D

I still feel strongly that I am the one who will be held accountable for the release of sensitive information by the EPCAD and I will be going to jail for their actions. Thomas, I don't understand...if it's one thing you've demonstrated online/publicly, it's that you have made every effort to abide by the existing regs and the law, whereas others clearly haven't why would you be held accountable when you didn't disseminate this information to begin with?

Roas You asked why they would come after me?Because I exposed the heart and blood that keep government in El Paso running to big question about their actions. They must keep this cash cow standing and sure do not wish the hard questions being asked.Those in El Paso government sure do not want the citizens asking questions. This points to the question and gives light to why corruption runs rampant in El Paso.Those they should be holding government accountable keep turning a blind eye to the corruption and back room dealings for political self interest and the self interest of their political good buddies. Rosa once again I look forward to getting these people into of court of law. If given a fair and level playing field I will kick a mud hole in their back side. This is why they have not acted because they know this and are working to set that stage that the poor EPCAD was the victim here. I feel like a rape victim that is being blamed for the action of the rapist.The rapist in this case are those in government.My person,my propriety and my rights have been assailed and no one in government gives a darn.
