4) A mechanism must be built into the system so that immigrants entering in this fashion (or any fashion for that matter) cannot disappear. We need a tracking mechanism; not ankle bracelets, but a check in at a proscribe schedule, and employers required to report when a worker leaves their employ within 24 hours.
What I am getting at here is than many of the illegal immigrants in this country become illegal by over staying their visas, or never showing for an immigration hearing.
Somehow we must be able to locate these people on a scheduled/planned basis. For example if on a student visa, the schools must be required to report when a student fails to remain a student, an employer must report when an immigrant legal worker fails to show up any longer, or is fired.
Does that make it more clear? I'm not talking about GPS implants (Huummm)
