The City of El Paso is seeking a qualified contractor to provide feline carcass storage and retrieval services in accordance with the specifications noted in Section B. The contractor will be expected to: Supply and maintain freezers at the Health Department Animal Barn for feline carcasses Retrieve said feline carcasses within a specified timeframe upon notification Use and/or sell said feline carcasses solely for educational study purposes Pay a proposed rate to the Health Department per each feline carcass collected PRICING Contractor offers to pay the following rate per feline carcass collected in accordance with the specifications noted in Section B: Rate per feline carcass: $ _____________ (Not including Bar-B-Que fees) SPECIFICATIONS The City of El Paso is seeking a qualified contractor to provide feline carcass storage and retrieval services. Contractor will supply and maintain freezers used for the storage of feline carcasses at the Health Department’s Animal Barn. Contractor will retrieve any feline carcasses from the freezers in a timely manner, but no later than three working days after being notified by a Health Department official that retrieval is necessary. “Feline carcasses” means whole bodies of euthanized cats not less than fourteen (14) inches in length which are free of disease.In the event that a freezer supplied by the contractor becomes inoperable or otherwise no longer capable of maintaining the feline carcasses in a suitable condition, the contractor shall be notified by the Health Department in writing and said carcasses must be retrieved within twenty-four (24) hours. If the carcasses are not retrieved within the twenty-four (24) hour period the Health Department will dispose of them immediately. Contractor promises and warrants that any and all feline carcasses received from the Health Department will only be used and/or be sold to entities which intend to use the carcasses in educational study. Contractor promises and warrants that it is licensed and authorized to do business in the State of Texas, and is licensed to trade in the State of Texas, and in the United States of America, in animal carcasses. Said authorization and licensing includes, but is not limited to, licensing and other compliance with Public Law 89, Chapter 544, of the 89th Congress, Second Session (7 U.S.C. 2131, et. Seq.), as required by that law. At the conclusion of each month the Health Department will submit a bill to the contractor reflecting the total number of feline carcasses retrieved by the contractor and the total amount owed to the City during that month. I read the whole solicitation and still have no idea what they expect the supplier to provide. I think the city will give the supplier cat corpses (no less than 14" long for some reason) and in return for the supplier keeping them in a freezer and delivering them on demand to some unnamed organization for medical research (huh?) the city will pay a fixed amount. I have been in business and sales a long time and without knowing: how many cats are to be stored at a given time; how often they need to be retrieved; and how far away they have to be delivered and by what method - I do not have a clue as to how to price this thing for a profit. How long can you keep a cat frozen before it is too old for research?
