Aside from the US, who else ranks highest as the worlds largest polluters?

I am only guessing, but I would assume China is at the top of the list, then possibly India and again only assuming, but Russia and many former eastern block nations.
I was actually thinking about this over the weekend. Has anyone ever seen a study of where the US is in terms of air pollution today versus where it was pre 1970, and then where it is today versus where it was projected to be if we had not put in the EPA and its pollution control issues?
It seems to me that we are always blamed because of our oil consumption, yet while we under went a big change in terms of pollution laws and converted/improved many factories, Developing nations built their factories when new tech was available but chose not to start off with pollution controls. Am I wrong? anyone ever seen such a comparison study?

I admit to being a global warming agnostic. I don't deny the possibility that pollution is the cause of much global warming, but I'm not convinced either. I mean even this article states at the end that 2008 has been a cooler year (and yet, somehow, that still proves the existence of global warming). Weren't we worried not all that long ago that the earth was cooling and we thought we were heading into another ice age?
